Singapore has long earned a reputation as one of the world's most advanced economies. It is not surprising that most foreigners are eager to obtain permanent residency in Singapore. Every year, thousands of people become Singapore permanent residents. However, not all of them take the same route.
There are four (4) different schemes available for those who are keen to apply for Singapore PR:
1. Professionals / Technical Personnel & Skilled Worker scheme ("PTS scheme")
The PTS scheme is the easiest route to attain Singapore PR. More than 95% of professionals received their PR status using this scheme. It only applies to foreign professionals (i.e. doctors, engineers, IT professionals and executives) who are holding on an Employment Pass or S Pass in Singapore. You will also need to work in Singapore for at least six (6) months.
2. Global Investor Programme ("GIP scheme")
The GIP scheme is for foreign investors who are willing to invest at least S$2.5 million in a new business start-up or expansion of an existing business in Singapore. You will also need to show that you have a good business track record and a business / investment plan.
3. Aged Parents of a Singapore Citizen
If you are a Singapore Citizen and you have aged parents, your aged parents are eligible to apply for PR.
4. Foreign Artistic Talent Scheme
This scheme was created to attract foreigners to progress their artistic careers while also contributing to the arts and cultural landscape in Singapore. If you have acquired relevant professional experience and proven track record in visual arts, performing arts and media, you might want to consider this scheme when you apply for Singapore PR. Additionally, you should demonstrate good values and be driven to be an inspiration for others.
What do I need to prepare before applying for Singapore PR?
Before you apply for Singapore PR, you will require to get these documents ready:
One passport-sized digital, colour photograph
Educational certificates and qualifications
Current employment letters
Travel documents and immigration passes
Income tax statements
Payslips in the last 6 months
Official marriage certificate

If the documents are not in the English language, they need to be translated.
How to Apply?
Once you have determined which scheme you are eligible for, you can kickstart the application process from ICA website here with a valid Singpass if you are:
a. Singapore citizen or PR who is applying for PR for your spouse or unmarried child aged below 21 years old
b. Singapore citizen who is applying for PR for your aged parenT
c. Employment Pass or S Pass holder who is applying for PR for self and spouse or unmarried child aged below 21 years old.
If you are a student currently studying in Singapore, you may access the e-Service using your Foreign Identification Number (FIN) and the issuance date of your valid immigration pass.
If you are a foreign investor in Singapore, you can apply for PR at the Singapore Economic Development Board under the Global Investor Programme.
You will thereafter submit the required documents depending on the scheme that you are applying for.
Fees
There will be a non-refundable processing fee of $100 to be paid for each applicant at the point of submission of PR application.
If your application is approved, you will need to pay the following:
a. $20 for entry permit
b. $50 for a five year entry permit
c. $50 for identity card
d. $30 for entry visa (for those who require a visa)
How long does the PR application take to process?
Your PR application will be carefully considered by ICA. Generally, it takes about six (6) months to process (provided all documents are submitted). You will be informed of the outcome via post or email.
Do you need a lawyer?
It is not mandatory to engage a lawyer to assist with your permanent residency application in Singapore, but you may choose to do so if you feel that you need professional advice or guidance.
Your lawyer can also communicate with ICA on your behalf and ensure that all information is accurate.
What is the success rate?
The success rate of obtaining permanent residency in Singapore varies depending on several factors, including your individual circumstances, the scheme that you are applying under and the completeness and accuracy of the application.
While the Immigration and Checkpoints Authority (ICA) does not publish statistics on the success rate of permanent residency applications, it is generally considered to be a competitive process.
